Elliot Hentov

Chief Macro Policy Strategist, State Street Investment Management

Elliot Hentov's research treats geopolitics and public policy as direct inputs to financial markets, a lens State Street has applied to questions ranging from Middle East risk to the rules for dollar stablecoins.

The Significance

Why the room needs them.

Elliot Hentov is Chief Macro Policy Strategist at State Street Investment Management, leading research that links policy to markets. He spoke at Proof of Talk Paris 2026 on a panel about euro, sterling and Swiss franc stablecoins.

The Biography

The full account.

Elliot Hentov is Chief Macro Policy Strategist at State Street Investment Management, the title under which State Street credited him in its Grey Swans 2026 outlook and in an April 2026 research note, and under which e-fundresearch interviewed him in July 2026. His State Street biography describes the role as research and thought leadership connecting policy to financial markets and economics, and as the firm's chief geopolitical strategist.

He spoke at Proof of Talk Paris 2026 as a panellist on "Beyond USD: The Future of Euro, Sterling and Swiss Franc Stablecoins", held on the Hecto Main Stage on 3 June 2026. Also on the panel were Arnaud Caudoux, Sasha Mills and Johannes Kern, and Lisa Cameron moderated.

According to State Street, he joined the firm from the sovereign ratings group at Standard & Poor's, where he was a director and lead analyst for sovereigns and government-related entities in Central, Eastern and Mediterranean Europe. Before that, he served as a political affairs officer at United Nations headquarters in New York, advising senior officials on political and economic issues in the Middle East and Europe. He holds a Ph.D. from Princeton University and a master's degree in international affairs from Georgetown University, and has written op-eds for the Financial Times, the New York Times, the Business Times and Foreign Policy.

His work has touched digital money directly. In August 2025 State Street published "The stablecoin moment", on which he is the lead named author, setting out the GENIUS Act's requirement that US dollar stablecoins be fully backed by fiat currency, including short-duration Treasury instruments, with issuers subject to capital, liquidity and disclosure requirements. The Digital Money Association lists him among its advisers. State Street's biography also lists him as a member of the Advisory Board of the Official Monetary and Financial Institutions Forum in London and a Non-Resident Fellow at the Middle East Institute in Washington, DC.

In a July 2026 interview with e-fundresearch, he was reported as describing a fragmented world order lacking hard rules and red lines, and as discussing how easing war risk in the Middle East could loosen the market's concentration in artificial intelligence.

The Thesis · on the record

What Elliot believes about the next ten years.

A fragmented world order is a standing input to markets
In a July 2026 interview, e-fundresearch reported Hentov's view that the world order is fragmented and lacks hard rules and red lines, and that the Middle East ceasefire changes little about that picture.
