Jens Hachmeister is Head of Issuer Services and New Digital Markets at Clearstream, the post-trade business of Deutsche Börse Group, the title under which he was quoted in March and June 2026. He began his career as a management consultant at KPMG and joined Deutsche Börse in 2000. His roles in the group have included Head of Operations Xetra, Chief HR Officer and Chief of Staff; a February 2016 report recorded his move from heading the group's human resources function to the Chief of Staff position.

In 2018 he launched Deutsche Börse's New Digital Markets area to lead the group's distributed ledger technology and blockchain strategy, and in 2020 he added Issuer Services to his remit.

Much of that work has centred on D7, Clearstream's digital post-trade platform. In a 2022 interview Hachmeister described it as cloud-backed and DLT-ready, with its first component launched in Germany in December 2021. In November 2025 Clearstream announced D7 DLT, a tokenised securities platform initially aimed at commercial paper and medium-term notes, with Clearstream Banking S.A. as the first provider to international issuers. On 29 June 2026, when the European Investment Bank issued a DLT-native commercial paper on D7, Hachmeister said the platform was "reinventing how securities are issued, managed, and traded".

He has also been the group's quoted voice on several related initiatives: a planned investment in Digital Vault Services, announced in April 2024, to bring digital bank guarantees onto D7; crypto custody for institutional clients through Clearstream and Crypto Finance, announced in March 2025; and dematerialised Eurobond issuance, launched with Euroclear in March 2026 for a market the two firms put at €15.3 trillion.

In July 2025 Hachmeister joined the Board of Directors of the Global Legal Entity Identifier Foundation.

He spoke at Proof of Talk Paris 2026 on a panel on the Taostats Stage on 2 June 2026, titled "Privacy and Compliance: Two Sides of the Same Coin". He shared the session with James Smith, Jody Mettler and Dr. Saj Khoshroo, and it was moderated by Nicola Massella.

Hachmeister completed a banking apprenticeship and holds a degree in economics and business administration from the University of Bielefeld.

Technology does not remove the need for trusted intermediaries
