Khing Oei was listed in the Proof of Talk Paris 2026 speaker roster as Founder and Chief Executive Officer of Treasury. His listed affiliation connected the Paris roster with a Netherlands-based business focused on Bitcoin treasury management.

Cypherpunk Technologies’ proxy statement dated 29 April 2026 identified Oei as the founder and chief executive of Treasury B.V., a role he had held since August 2025. Treasury’s business centred on holding Bitcoin and developing activities around that asset. In a May 2026 interview with TheStreet, Oei discussed the relationship between Bitcoin treasury companies and conventional capital markets, describing these businesses as a way to connect digital-asset exposure with the financial structures investors already use.

His earlier career included investment roles at Goldman Sachs and Fortress Investment Group. He subsequently worked at Bardin Hill, formerly Halcyon, as a portfolio manager and managing principal, and led its European operations as chief executive. At Eyck Capital Management, he was founder, chief investment officer and managing partner. These roles were recorded in both a September 2025 Nedsense shareholder circular and Cypherpunk’s April 2026 proxy materials.

Oei also moved into decentralized asset management. From 2019 to 2022, he was founder and chief executive of Captur, previously known as AlphaSwap. Cypherpunk’s filing described Captur as a crypto asset-management platform within the decentralized finance ecosystem. The Nedsense circular and Captur’s published team profile also identified his founder and chief executive roles.

At Treasury, his public discussion extended beyond acquiring Bitcoin. In the May interview, he outlined plans involving financing instruments, lending and options strategies, together with possible consolidation among Bitcoin treasury businesses. Those were proposed business approaches, rather than a record of completed transactions or investment results. His Paris roster entry placed this background in investment management and digital-asset business formation within Proof of Talk’s 2026 edition.
