Luca Burlando is billed by Proof of Talk as Head of Infrastructure at Republic, the New York-headquartered private investment platform for regulated digital assets, whose securities activity is conducted by its affiliate OpenDeal Broker LLC, a broker-dealer and member of FINRA and SIPC. In September 2025 he authored Republic's submission to the Canton Network's governance process, Canton Improvement Proposal 0080, "Add Republic as an SV of Weight 6", asking that Republic be added to the network as a Super Validator; the proposal reached final status on 6 October 2025, with the weight earned against delivery milestones and held in escrow until verified by the network's Tokenomics Working Group. The proposal committed Republic to two pieces of Canton infrastructure: Republic Wallet, a regulated retail wallet integrating the Canton Token Standard with support for security and utility tokens, and Republic Launchpad, a real-world-asset integration with KYC functionality and token-transfer restrictions. It described Republic as running some 2,500 portfolio companies for a community of about 3 million members across more than 150 countries, with over $2.6 billion deployed through its investment platforms and backing from Morgan Stanley, Galaxy and AngelList.
Burlando's route into blockchain infrastructure ran through banking and venture investing. He started his career at Credit Suisse and continued in public markets at Société Générale's derivatives trading desk, then set up a family office in Taiwan focused on alternative assets and led a fintech startup working on fractional ownership of illiquid financial assets. He was a director at Blockchain Valley Ventures, a Swiss-Singaporean venture firm, where he led new ventures across Asia-Pacific with a focus on digital assets and fintech. An undated conference speaker biography lists him as SVP, Venture Investments at Sygnum Bank, leading that bank's equity and token investments; the biography does not date the role. He holds a Master's degree in Finance from the University of St. Gallen (HSG).
