Stéphanie Cabossioras is Chief Strategy & Global Policy Officer of Societe Generale-FORGE. She is a former Deputy General Counsel of France's Autorité des marchés financiers, and was later Executive Director of Binance France. In December 2025 she gave evidence on digital assets to the European Parliament's ECON committee, asking for the cap on DLT market infrastructure to be removed or set no lower than EUR 500 billion and for regulated euro stablecoins issued by European entities. She spoke at Proof of Talk Paris 2026 as a panellist on institutional DeFi.

Stéphanie Cabossioras is Chief Strategy & Global Policy Officer of Societe Generale-FORGE, the Societe Generale group's digital asset subsidiary. She joined in July 2024 as General Secretary, responsible for the company's corporate functions: regulatory, legal, compliance and financial. The strategy and policy role came in November 2025.

Most of her career was spent inside French public institutions. A graduate of the École nationale d'administration, she was an expert in means of payment at the Banque de France in 2010, a judge and auditor at the Cour des comptes from 2013 to 2016, and then spent five years at the Autorité des marchés financiers, heading its European affairs department from 2017 to 2018 and serving as adviser to the General Counsel and then Deputy General Counsel until 2022. mind Fintech reports that, as deputy director of legal affairs there, she took part in developing France's PSAN regime for digital asset service providers. Her CV records her as General Counsel of Binance France in 2022 and its Executive Director from 2022 to 2023, before she returned to the Cour des comptes as a senior financial auditor.

On 3 December 2025 she gave evidence for SG-FORGE to the European Parliament's ECON committee at its public hearing on digital assets, alongside witnesses from Euroclear, the European Systemic Risk Board secretariat and the EHESS; the Parliament billed her as a board member of the digital asset trade body ADAN. Her written statement asked for the cap on financial instruments admitted to trading on DLT market infrastructure to be removed or set no lower than EUR 500 billion, for the prudential regime applicable to cryptoassets to be eased so that banks can develop these services for customers, and for regulated euro stablecoins to be developed alongside a wholesale central bank digital currency.

She spoke at Proof of Talk Paris 2026 as a panellist on "Institutional DeFi: The Use Cases Worth the Risk", on the Hecto Main Stage from 11:00 to 11:40 on 2 June 2026, in a session moderated by Hadley Stern. CoinDesk reported that she pointed to SG-FORGE's record of tokenising structured products and green bonds on public blockchains, and said the company had to fix the cash settlement layer by developing its own regulated stablecoins, such as EURCV and USDCV. The following afternoon she was a panellist at the FESE Convention on the digital transformation of financial services in the EU.

Europe should issue its own regulated euro stablecoins
In a written interview with Finyear in May 2025, when she was General Secretary of SG-FORGE, she called MiCA's bar on intermediaries passing stablecoin reserve interest to investors a very significant competitive disadvantage for European players against their international competitors, with no added value for investor protection. Her written statement to the European Parliament's ECON committee that December argued that it is "absolutely crucial" that Europe develops strong regulated euro stablecoins issued by European entities, alongside a wholesale central bank digital currency.

The cap on DLT market infrastructure is set too low
The same statement called the cap on financial instruments admitted to trading on a DLT infrastructure "far too low", and asked the Parliament either to remove it for listing on major market infrastructure or to provide a minimum cap of EUR 500 billion. It also asked for the prudential regime applicable to cryptoassets to be eased, so that traditional banks and financial intermediaries can develop these services for their customers.

Tokenisation's unfinished business is the secondary market
"The challenge now is to create secondary markets for security tokens," she wrote to the ECON committee, after describing Europe as a pioneer in bond issuance on the primary market. She framed the same gap as a settlement problem on the Proof of Talk Paris 2026 panel: securities had moved on chain, cash had not, which is what SG-FORGE's stablecoins were issued to solve.

Custody is why banks still have a future in DeFi
On the Proof of Talk Paris 2026 panel she said institutional clients prefer the safety of a regulated bank to open-source, non-custodial DeFi protocols, because holders do not want to keep assets in their own wallets and safes and will delegate that peace of mind to a third party, which is why custodians and banks still have a future.
