Victor Teixeira moderated the Bittensor subnets and institutional-capital panel at Proof of Talk Paris 2026 with four listed participants.

The Biography

The full account.

Victor Teixeira moderated “Subnets as an Asset Class: Building the On-Ramps for Institutional Capital” at Proof of Talk Paris 2026. The Paris programme billed Teixeira as Co-Founder of General Tensor, a business working across the Bittensor ecosystem.

The panel took place on 2 June at the Louvre Palace, on the Taostats Stage, from 17:35 to 18:15. It also listed Frank Schuil, Evan Malanga, James Altucher and Siam Kidd. The moderator flag is part of the organiser’s programme record, so Teixeira’s role in that discussion is established separately from the participants’ professional titles.

General Tensor’s leadership page identifies Teixeira as Chief Investment Officer and Co-Founder. In a dated interview published by EE Times on 21 September 2026, Teixeira was again identified as the company’s chief investment officer. The two sources establish the role across the company’s own description and independent reporting. The interview discussed semiconductor availability, energy supply and the different economics of Bitcoin mining and AI workloads. The discussion connected digital infrastructure to physical inputs such as semiconductors, electricity and the capacity available to operators.

General Tensor describes its operations as including subnet development, validation, mining and application development within the Bittensor ecosystem. The leadership listing places the investment function alongside executive, operating, strategy and technical roles. The firm’s account of its development describes a subnet foundry, the addition of validation activity and an expansion into mining and applications.

The Paris panel’s institutional-capital focus placed Teixeira alongside participants billed with funds and Bittensor-related businesses. Its title identifies the question the programme set out to explore: how capital reaches subnet activity. Teixeira’s moderator role connected that investment discussion to the operating infrastructure described in General Tensor’s public materials.
